ChatGPT Ads in Ukraine: how to launch a campaign and measure the result

What an advertiser actually buys in ChatGPT, what a launch costs, how to plan a first 14-day test — and why ads don’t replace your brand’s organic AI visibility.

AEagentMention editorialOct 26, 2026

Advertising in ChatGPT is now open to Ukrainian businesses: on October 21, 2026, OpenAI added Ukraine to the markets where ChatGPT Ads is available. Campaigns can be launched self-serve through OpenAI Ads Manager or with the help of partners. [1] OpenAI ↗ [2] OpenAI Help Center ↗

A paid placement lets you show an ad next to a ChatGPT answer. The advertiser doesn’t buy a recommendation inside the answer, though: OpenAI keeps ads separate from the model that generates the answer. That difference has to shape both what you expect from the channel and how you read your analytics. [3] OpenAI Help Center ↗

For a marketing team the practical task is to check whether a specific offer can bring in the right customers at an acceptable price. That means aligning the ad’s context, the landing page, the conversion event and the criteria for a quality lead. Click volume alone isn’t enough to draw that conclusion.

Below we cover launch requirements, budget, measurement and the decisions after a first test. The running example is a hypothetical warehouse management service (WMS) for online stores. Its sample ad and figures illustrate how to prepare; they are not a real case study or a forecast of ChatGPT Ads performance.

01Availability

Is ChatGPT Ads available in Ukraine

Yes. What matters is the country of the advertiser paying for the campaigns: OpenAI ties self-serve access to where the business is registered. Getting into the ad account still requires finishing account setup, billing and verification. [2] OpenAI Help Center ↗ [4] OpenAI Help Center ↗

International campaigns are a separate question. Some new self-serve accounts can initially advertise only in their own country. International targeting unlocks once identity verification is approved and the account has reached the required spend in its home country. The documentation we reviewed doesn’t state that threshold. [5] OpenAI Help Center ↗

For SaaS selling abroad

Check this before launch. First find out whether the market you need is available to your account. Spending on an irrelevant audience just to unlock another country is not a sound marketing test.

02How it works

How ChatGPT Ads works and who sees the ads

ChatGPT Ads is OpenAI’s advertising product; Ads Manager is the tool for running campaigns. The core format includes a brand, a headline, short copy, an image and a link to a landing page. Ads are shown separately from the answer. [6] OpenAI Help Center ↗

As OpenAI describes it, the ad system runs as a separate service: it interprets the context, finds candidate ads, assesses which are suitable and selects one. The organic answer is generated independently. The system may decide not to show an ad at a given point in the conversation. [7] OpenAI ↗

Relevance depends on user intent, the ad’s content, the landing page and the advertiser’s context hints. When personalization is on, additional signals from ChatGPT interactions may be used. The bid is one of the selection factors. [6] OpenAI Help Center ↗

So the total number of ChatGPT users is not the same as the reachable ad audience. For B2B that means checking whether your own audience is actually reachable. Assuming all the decision-makers you need are on a particular plan is no substitute for data.

New formats also differ in availability. For example, on October 5, OpenAI announced a test of visual ads during image generation in the US with an initial group of advertisers. That announcement doesn’t confirm general access to the format in Ukraine. [8] OpenAI ↗

03Fit

Who should test this channel

We recommend starting with an offer for which you can describe a specific buying situation. For example, an online store owner is looking for a way to cut picking errors, and their current inventory system no longer fits how the warehouse works.

A test like that has clear components: a need, a product capability, a matching page and a next step. A generic promise like “a modern platform to grow your business” is much harder to test.

Four questions before you allocate budget

01
What need does the product already solve?
02
Is there a page that explains this to a specific segment?
03
Which action signals a new lead?
04
What cost per new customer can your margins and sales model support?

Treat existing case studies with care. OpenAI reports that, as measured by DV Rockerbox, WeightWatchers’ attributed CPA was 15.3% lower than its blended paid search benchmark. That’s one advertiser’s result with a specific measurement method, not a forecast for a Ukrainian SaaS or store. [8] OpenAI ↗

Compare the new channel with your own campaign that does the same job: the same product, market, event and sales stage. That’s how a ChatGPT Ads vs Google Ads comparison becomes meaningful in practice.

04Budget

How much does ChatGPT Ads cost

The pricing model depends on the objective

ObjectiveOptimizes forWhat you pay for
ViewsImpressions and ad visibilityPer thousand impressions, CPM
ClicksVisits to the landing pagePer valid click, CPC
ConversionsA chosen supported target eventPer valid click (oCPC) or per thousand impressions (oCPM)

The Conversions objective doesn’t mean paying per conversion. Options depend on what’s available to the account; what you optimize for and how spend is charged are different things. [9] OpenAI Help Center ↗ [10] OpenAI Help Center ↗

There is no single fixed CPC. OpenAI describes a relevance-aware auction. The $3–$5 mentioned in the basics guide is a suggested starting maximum CPC bid, not an average click price or a guarantee of what a click will cost. [6] OpenAI Help Center ↗

The platform minimum vs. your test budget

In OpenAI’s current table the minimum daily budget is $25 for a USD account and €15 for a EUR account. It depends on the billing currency. UAH isn’t in the public table; check which currency is available for a Ukrainian account when you create it. [5] OpenAI Help Center ↗

The technical minimum lets you launch a campaign. Whether the budget is enough to test a hypothesis depends on the real CPC, the conversion rate and how many results the team needs before it’s ready to decide.

The daily budget may be spent unevenly

Daily budget
$25
average per day
Up to 2× in a day
$50
maximum on a single day
Up to 7× in a week
$175
for a full budget week

The daily budget is an average: spend can reach up to twice the daily budget in a single day and up to seven times it over the week. The week runs Sunday to Saturday in the account’s time zone; budget changes have their own recalculation rules. [11] OpenAI Help Center ↗

If you need a hard cap on total spend, consider a campaign-total budget. With self-serve card billing you pay after impressions are served; the payment threshold defines when you’re charged, not a cap on total spend. [10] OpenAI Help Center ↗

05Launch

How to launch your first campaign

01

Set up the ad account

Go to OpenAI Ads Manager, sign in with your OpenAI account, enter the advertiser details, set up a payment profile and complete the required verification. Don’t mix up the public brand name and the registered business name.

Before confirming, double-check the country, currency and time zone: per the current documentation they can’t be changed after the account is created. If you create an ad during sign-up, it can start running once approved and the other launch conditions are met. [4] OpenAI Help Center ↗

02

Define the conversion before the first ad click

For our sample WMS service the target action is a successfully submitted demo request. A page view or a button click on its own doesn’t mean the company has received a lead.

In this example a qualified lead is an online store with its own warehouse, a confirmed need for automation and a willingness to discuss implementation.

Create a data source and set up the OpenAI Pixel, the Conversions API or both. Check that the event fires after a successful action. If the same conversion arrives from both browser and server, use the same event ID for deduplication. Preserve the ad click reference oppref through redirects. Only send data with appropriate notices and the required consent. [13] OpenAI Help Center ↗

The Conversions objective needs a supported standard event. Custom events can be used in measurement, but they aren’t currently supported as a conversion optimization event. [9] OpenAI Help Center ↗

After a demo request is submitted successfully, send the standard lead_created event. appointment_scheduled fits when the user has actually booked a meeting slot. [14] OpenAI Developers ↗

03

Build the campaign around one business task

The official structure has three levels. [15] OpenAI Help Center ↗

Level 1
Campaign
Objective, budget and targeting
Level 2
Ad group
Brings related needs together
Level 3
Ad
Creative and landing page

For a small first test we recommend one offer and a limited number of meaningfully different groups — for example, “moving off Excel” and “picking control”. Don’t split the budget across dozens of variants you won’t be able to evaluate.

If measurement is ready and conversion optimization is available, choose the standard event you need. Judge a clicks campaign by its objective: it lets you test whether you can attract traffic, but on its own it doesn’t prove the campaign can drive sales.

04

Describe the need with context hints

Context hints are added at the ad group level. OpenAI recommends specific, natural phrases that explain the product, who uses it or the situation it’s used in. They aren’t exact-match keywords and don’t set hard limits on delivery. Set geography in the campaign’s location settings. [16] OpenAI Help Center ↗

Examples for the sample WMS service
An online store’s warehouse is moving from Excel to location-based storage.
The team is looking for a way to verify order picking with barcodes.
The business needs to track stock across several zones of one warehouse.

Only mention capabilities the product actually has. If different needs call for different promises and pages, split them into separate groups. That matches the official logic for organizing ad groups. [17] OpenAI Help Center ↗

05

Prepare the ad and a matching page

Here’s our own example for a fictional product that supports these features.

Example adSponsored
Sample WMS
WMS for an online store’s warehouse
Location-based storage and picking control. See how the system works in a demo.
Landing page: a page about picking control with a process demo, supported integrations and a request form.

After the click, people should see a continuation of the same offer. OpenAI recommends a specific benefit in the copy and a relevant landing page rather than defaulting to the homepage. [18] OpenAI Help Center ↗

For bulk upload the official checklist sets a maximum of 50 characters for the headline, 100 for the description, and square PNG/JPG images up to 1200 × 1200 px. Before uploading, check these against the chosen format in the current interface. [19] OpenAI Help Center ↗

06

Make sure the page is reachable for ad review

Ad landing pages must be accessible to OAI-AdsBot; OpenAI also recommends allowing OAI-SearchBot. Check robots.txt, CDN/WAF protection, CAPTCHA, authentication and 403/429 errors. A page opening in your browser doesn’t prove a crawler can reach it. [20] OpenAI Help Center ↗

01Page loads
02Form submits
03Event fires
04Lead reaches the CRM
05Source parameters persist
07

Pass review and check actual delivery

After submitting the campaign, check its status. If an ad shows Not serving, open the explanation: the issue may be verification, billing or settings. [15] OpenAI Help Center ↗

Separately check the scheduled start date, the budget and who on the sales team receives the leads. The first real lead should travel the whole way to the person responsible.

06Measurement

How to measure the result

Split data sources by their role

SystemWhich question it answers
Ads ManagerAre there impressions, clicks, spend and attributed events
Web analyticsWhat people do after the click and whether they reach the target action
CRM or order recordsDo leads match your ICP, are there sales and revenue
AI visibility monitoringHow the brand is mentioned in organic answers and which sources are cited

This is our recommended reporting structure. It stops convenient ad-platform metrics from standing in for business results.

You can add UTM parameters to landing page URLs. For our example clicks campaign we’d use the scheme below — it’s only an example, so keep yours consistent with your existing analytics. [6] OpenAI Help Center ↗

UTM tagging · example
utm_source=chatgpt
utm_medium=cpc
utm_campaign=wms_ua_test
utm_content=picking_a

Group ad traffic separately. A visit without a paid tag shouldn’t automatically count as a proven organic visit: some data can get lost in redirects or under other collection conditions.

OpenAI describes the direct GA4 integration with Ads Manager as a beta in early access through an account manager. Don’t treat it as a required, generally available launch condition. UTMs and your own analytics setup can be planned separately. [21] OpenAI Help Center ↗

Agree on attribution

Ads Manager supports attribution windows of 7, 14 or 30 days after a click and 0 or 1 day after a view. With view-through on, total Conversions include the matching post-view events; the components can be viewed separately. Changing the reporting window doesn’t change optimization, bids or billing. Conversions may show up with a 24–48 hour delay. [22] OpenAI Help Center ↗

In the report, record the event, window, period and time zone. Separately check what you’re comparing: a lead, a payment or all events together. Where modeling is available, reported conversions may also include modeled attribution. [13] OpenAI Help Center ↗

Don’t expect identical totals from every system without checking how each one counts. And don’t call all attributed sales incremental: attribution on its own doesn’t prove those sales wouldn’t have happened without the ads.

For a small test it’s enough to be honest about the limits of what you can conclude. A causal estimate needs a proper experiment, such as a comparable control group at sufficient volume. OpenAI is also exploring geo experiments with measurement partners. [8] OpenAI ↗

To gauge brand awareness, add a “How did you hear about us?” question and watch branded searches and later return visits. These are supporting signals. Without a control comparison they don’t prove the impact of the ad campaign itself.

Work out the economics per customer

Below are hypothetical results, not data from a real campaign. We assume the cohort has already gone through the sales cycle and deals can be evaluated.

Ad spend$600
Clicks500
Average CPC$1.20
Demo requests20
Click-to-request rate4%
Qualified leads8
Cost per qualified lead$75
New paying customers2
Ad CAC$300

Ad CAC here covers media spend only. For the full cost of acquisition, add the team’s time, creative, tools and sales costs.

If the business can spend $300 of ad budget per customer and the expected click-to-paying-customer rate is 0.4%, the target average CPC is:

Target average CPC
$300 × 0.004 = $1.20
allowable ad spend per customer × click-to-paying-customer rate

This is business-model arithmetic. It doesn’t set an auction bid and doesn’t guarantee the channel will deliver that price.

For e-commerce, evaluate purchases and margin net of returns. For B2B with a long sales cycle, early on you can evaluate lead qualification and pipeline; the final CAC will become clear later.

07Test plan

How to run your first test

Below is our own 14-day plan. It’s a working horizon for the team, with no guarantee on review times, the impression volume you need or closing a B2B deal.

Days 1–3
Account, event, page, lead criteria, ad
Is the full path from click to CRM ready
Days 4–7
Launch after approval, check impressions and leads
Are impressions happening and is data being collected
Days 8–11
Quality check, one change at a time in the weak scenario
Does the offer match the demand you’re getting
Days 12–14
Preliminary comparison of spend and results
Keep collecting, change the hypothesis or stop the test

If review drags on or there’s too little data, push the evaluation back. A calendar date alone doesn’t make a result sufficient.

08Diagnostics

How to read a weak result

ObservationWhat to checkNext decision
No impressionsStatus, account geography, billing, page accessibility, budgetFix the technical or operational cause first
Clicks but no leadsEvent tracking, page–ad match, the offerFix the path to the request and test again
Leads, but off-targetThe need in the hints, the creative’s promise, segment criteriaNarrow the scenario and sharpen the message
Good leads don’t turn into salesLead handling, deal cycle, product, priceDiagnose sales before increasing the budget
Ad platform shows better results than the CRMEvent, attribution windows, duplication, revenue definitionReconcile the calculation, only then judge payback

The table is a diagnostic aid, not proof of cause. For example, no leads can mean a problem with the offer just as well as broken tracking.

Scale the test once customer quality and acceptable economics are confirmed at a volume sufficient for your decision. If spend has hit the agreed limit and the hypothesis isn’t holding up, stop it or rework it. None of the sources we reviewed give a universal CPC or CPA for Ukraine, or a guaranteed budget for a successful test.

09AI visibility

How to combine ads with organic AI visibility

A paid ad and an organic answer run on different mechanisms. For organic search ChatGPT can pull information from the web and show links to sources. The ad unit is chosen by a separate system. [23] OpenAI Help Center ↗ [7] OpenAI ↗

Working definitions

01
SEO
Work on how accessible and well represented pages are in search
02
GEO
Work on how the brand and its information are represented in generative answers
03
AI Search visibility
The brand’s observed presence across a sample of AI answers
04
Citation
A link to a source; it doesn’t necessarily mean the brand is recommended
05
Grounding
Using external sources to support an answer
06
Discoverability
The ability to find and retrieve the right content

These are working definitions for this article. Google, for one, treats optimizing for its generative search features as a continuation of SEO, not a separate set of special technical requirements. [24] Google Search Central ↗

Before the ad test, record your baseline organic presence: whether the brand is mentioned, who is named alongside it, which URLs are cited. For comparison, keep the prompts, market, language, system and re-check method consistent. That’s our recommended way to avoid confusing a change in the sample with a change in visibility.

From then on, keep two separate sets of metrics:

Ads
Spend, clicks, qualified leads, sales, CAC or margin.
Organic answers
Mention frequency, citations, competitor presence and accuracy of the brand description.

A rise in organic mentions after an ad launch doesn’t by itself prove causation. OpenAI states plainly that ads don’t influence ChatGPT’s answers. [3] OpenAI Help Center ↗

Content work remains a separate track. Spell out who the product is for, keep specs and prices current, add evidence and examples. Structure the page so a person can quickly find a direct answer. Having an FAQ or a table doesn’t guarantee citations; their value depends on whether they actually help someone understand the question.

A good starting point is an AI visibility audit; for systematic measurement, see our guide to AI Visibility metrics. Prompt and source research gives you material for content hypotheses; the results of such monitoring are not a log of users’ private conversations.

10FAQ

Frequently asked questions

Yes, Ukraine is listed as available for self-serve Ads Manager. You need to complete verification and setup for your specific ad account. For international targeting, check its availability separately.
In the published table it’s $25 per day for USD and €15 for EUR. That’s the minimum for the respective billing currency. It doesn’t mean the budget is enough to test your business hypothesis.
Context hints don’t guarantee an impression for an exact wording. They help the system understand when your offer may be relevant.
ChatGPT Ads buys an ad placement. Under OpenAI’s policies an advertiser can’t use it to change ChatGPT’s organic answer or how brands are ranked in it.
OpenAI doesn’t give advertisers private conversations or chat history. Performance data is reported in aggregate.
There’s no universal answer. Compare the same business goals, customer quality, attribution and economics. For a first ChatGPT Ads launch, a limited test with a predefined budget and success criterion makes sense.
