Beyond 2 MB, your page doesn't exist for Search
According to Google's documentation, Googlebot crawls the first 2 MB of a supported file type for Google Search. Once it reaches the limit, it stops downloading and passes only what it has fetched to indexing. The limit applies to uncompressed data, so a 300 KB gzipped response can still be a 2.5 MB page.
Every CSS and JS file referenced in the HTML is fetched separately and has the same limit. Inline styles, scripts and data are different: they count toward the page's own 2 MB. That's how filter state or hydration data embedded in the HTML can quietly push product links and JSON-LD past the line.
This isn't crawl budget. Crawl budget is how many URLs on your site Google crawls; the 2 MB limit is how much of each file it reads.

Where does the 2 MB number come from?

Linked files (link rel=stylesheet, script src) are fetched separately, each with its own 2 MB limit. We check them too and flag any file that exceeds it.
